Thoughts on NFOIC article

I found it interesting that while citizens are becoming more interested in government transparency and more willing to push the boundries regarding that issue, media outlets are becoming more docile and unwilling to put pressure on government. The article says more than once that news organizations are less likely to file lawsuits due to "lack of resources." I would like to know what specific resources. Just money? In my opinion, it is the duty of news organizations to provide information to the public that they would not otherwise get. This means pushing the boundries and challenging government. The worst part of it all is that since some public officials are aware that the media outlets will not pursue lawsuits, they feel like they can get away with not sharing information, as shown in the 18th-20th paragraphs. News organizations must be pushed, and given the necessary resources, so they can get past government blockades and provide the information to the public that they have a right to know.
